PVCT General Fine Structure (Effective 03/20/2019)
PARKING
On Fire Lane & No Parking Markings (Owners, Guests, Visitors)
First Offense: Tow
Second Offense: Tow plus $75.00
Third Offense: Tow plus $100.00
In Another Owners Space or Visitor Parking without owners / board consent within a year (Owners, Guests, Visitors of vehicles).
First Offense: Warning
Second offense: $50.00
Subsequent offenses: Tow & $50.00
Overnight Guest Parking by Resident After Second Night
First Offense: Warning
2nd Offense: Tow plus $50.00
3rd Offense: Tow plus $100.00
During Snow Events (Owners, Guests, Visitors)
Owners are responsible for moving their vehicles, within 24 hours, to allow plows access to clear parking areas. If you are unable to move the vehicle or not available, make alternate plans for another person to move your vehicles so the plow can clean the areas. If the owner’s vehicles are not moved within 24 hours the owner/tenant must shovel or pay to have the parking spot cleared or below will be imposed;
1st Offense: $50.00 (Warning provided in semi Annual notice)
2nd Offense: Tow plus $50.00
3rd Offense: Tow plus $100.00
Parking on Lawns (Owners, Guests, Visitors of vehicles should park 1 foot away from lawn)
1st Offense: $50.00 (Warning provided in semi Annual notice) + cost of repair(lawn/ Irrigation heads)
2nd Offense: Tow plus $100.00 & cost of lawn repair
3rd Offense: Tow plus $200.00 & cost of lawn repair
If your vehicle is missing and it was parked illegally, contact the Acton Police Department
for its location & retrieval process.
MOTOR VEHICLE VIOLATIONS
Unregistered Vehicles:
1st Offense: Warning
2nd Offense: $50.00 plus tow
3rd Offense: $100.00 plus tow
Speeding/reckless driving in parking lot(s)
1st Offense: $25
2nd Offense: $50
Subsequent Offenses: $100 & reported to Acton Police Department
Overnight Parking of Trailers, Storage Units, Construction Equipment, & RVs
1st Offense: Warning
2nd Offense: $50.00 plus tow
3rd Offense & Subsequent Offenses: $100.00 plus tow
Washing or Repairing Vehicles on the Common Grounds
1st Offense: $100 (notification received in Newsletter)
2nd Offense: $150
Subsequent Offenses: $200
POOL RULE VIOLATIONS
Child under 16 without a parent or responsible guardian over 18, inside the pool fence
1st offense: $100 and pool privileges for that unit suspended for 1 week.
2nd offense: $100 and pool privileges for that unit suspended for the remainder of the season
Gate propped open
1st offense: $100 and pool privileges for that unit suspended for 1 week.
2nd offense: $100 and pool privileges for that unit suspended for the remainder of the season
Visitors; 2/ Visitors/Unit are allowed. Fines below are per person over the limit.

2nd Offense: $50
3rd Offense: $100 & pool privileges revoked for season
All Other Pool Rule Violations
1st Offense: $25

ANIMAL VIOLATIONS
Pets/animals (dogs, cats, birds) are allowed at Parker Village IAW condo bylaws and only when approved by the board. If pets are not approved for unit occupancy the following pertains:
Initial fine with suspension date: $250.00
Each additional day after suspension date: $50.00/day
FINANCIAL
Insufficient Funds/Bounced Check
Each Offense: $25.00 plus bank charges
Late Condo Fee
After 14 days: $25/month until paid in full
After 90 days, registered letter sent to owner with invoice of charges & forwarded to PVCT attorney for collection.
VANDALISM
Defacing/Destruction of Common Area
1st Offense: $250 + cost of repair(s) + $50 a week
Destruction of Common Area
1st Offense: $500.00 & $50/day as long as problems exists after compliance period
GENERAL OPERATING RULES
Open Windows & Doors When Outside Temperature is 40 Degrees and Lower:
1ST Offense: $25.00 (Warning provided in semi-annual notice)
2nd Offense: $50.00
3rd Offense & Subsequent Offenses: $100.00
Personal Trash or Belongings left in common areas (walkways/front/rear steps):
1st Offense: $25.00(Warning provided in semi-annual notice)
2nd Offense: $50.00
3rd Offense & Subsequent Offenses: $100.00
Non Conformity Compliance IAW Bylaws and Previously Established Standards (i.e; windows, grids & doors etc.)
All window replacements must be approved by Trustees in advance. Removal of incorrect windows and/or fines will be assessed accordingly. Please refer to PVCT Window Specifications.
After notification of non-compliance & missed deadline, owner will be assessed $25/month until complaint.
Trash Disposal – No Construction Materials, Beds, Mattresses, Computers, Appliances or Any Other Types of Furniture allowed in Dumpsters
1st Offense: $50.00 plus removal & dumping fee
2nd Offense: $75.00 plus removal & dumping fee
3rd Offense & Subsequent Offenses: $100 plus removal & dumping fee
Reminder: Owners are responsible for their contractors
Operating a Commercial Enterprise That Requires Foot Traffic
1st Offense: $100
2nd & Subsequent Offenses: $25.00 per day & legal action
Failure To Notify Board of Renter Contact Information

Discharge of Hazardous Materials:
1st Offense: $50.00 plus cleanup
2nd Offense: $100.00 plus cleanup

Harassment or Interference with Any PVCT Contractor
1st Offense: $100.00
2nd & Subsequent Offenses: $200.00
Air Conditioning Units:
Failure to remove window A/C units by October 31st: $100
Subsequent Offenses: $25.00 per day until in compliance
Insurance Policies & Coverage:
Effective March 30, 2019 all unit owners are required to carry individual, “H06” policies on their unit. Evidence of insurance certificate is required to be submitted annual to PVCT. Minimum dwelling coverage shall be $5,000 or greater, in the event of a future, higher master policy deductible. All unit owners have until 4/30/19 to submit proof of
insurance, all owners not in compliance shall be fined $500.00. In the event of a loss, owners who do not have an H06 policy shall be fined the amount of PVCT deductible, plus any further damage.
NOTE: In accordance with the PVCT Bylaws & Declaration of Trust, fines for additional rule infractions and violations, not listed here, may be imposed as authorized by the Board of Trustees.
